Abstract
Floods are considered the worst natural disaster globally, both in terms of loss of life and financial impact. Flood is an event that humans have always faced during their lifetime. But today, due to extensive human activities in the plains, the risk of damage is much higher than in the past. On the other hand, it is not possible to control floods completely, or if possible, it requires a lot of investment. Meanwhile, non-structural methods of flood control can be effective in flood mitigation, reducing damage, increasing preparedness, and enhancing flood tolerance with minimal investment. In this article, an attempt is made to make a relatively complete review of the types of non-structural measures available in flood control. The results show that in a country like Afghanistan, non-structural methods can have better results mitigate floods and minimize financial and life risks
